1/2 Cent Sales Tax

THE MINOT PARK DISTRICT

The Minot Park District currently maintains 24 parks and over 2,000 acres of public property. The facilities include the MAYSA Arena, Roosevelt Park Zoo, Roosevelt Park Pool, Cameron Courts, Jack Hoeven Wee Links, Souris Valley Golf Course, Minot Optimist Soccer Complex, Jack Hoeven Baseball Complex, Scheels Complex, Minot Municipal Auditorium, and Corbett Field.

The Minot Park District employs 60 full-time staff and 250 seasonal staff in the peak season.

The Proposal

The Minot Park District is proposing a ½-cent sales tax to provide property tax relief, fund capital improvement projects, and maintain our current parks and facilities.

By The Numbers

Minot Parks estimates that a ½-cent sales tax would generate approximately $6.5 million annually and would be used first and foremost to reduce property taxes. This approach would decrease the general fund portion of property taxes by 40% while continuing to enhance quality of life and reinvesting dollars back into the community and the Minot Park system. As part of this plan, Minot Parks would lower its general operating budget cap from 38 mills to 26 mills. This will be guaranteed for 20 years, with the expectation that if sales tax remains stong, we beileve we can provide property tax relief beyond the 40% reduction. Facility users would also help support maintenance costs, further lessening the tax burden on property owners within Minot city limits.

Proposal

THE FACTS

Minot property owners fund most of our budget, but nearly 55% of our visitors are from out of city limits.

Overall, 30% of the sales tax is from visitors outside of our city limits.

A 1/2 cent sales tax cuts property taxes by 40% and reduces the general fund mill cap from 38 to 26 through 2046.

We estimate the tax would generate $6.5 million annually, allowing us to cut property taxes by 40% from the general fund.

This proposal supports Minot Parks’ mission to enhance quality of life for all ages and abilities.
