Minot Parks estimates that a ½-cent sales tax would generate approximately $6.5 million annually and would be used first and foremost to reduce property taxes. This approach would decrease the general fund portion of property taxes by 40% while continuing to enhance quality of life and reinvesting dollars back into the community and the Minot Park system. As part of this plan, Minot Parks would lower its general operating budget cap from 38 mills to 26 mills. This will be guaranteed for 20 years, with the expectation that if sales tax remains stong, we beileve we can provide property tax relief beyond the 40% reduction. Facility users would also help support maintenance costs, further lessening the tax burden on property owners within Minot city limits.
